Directorate of Procurement and Contracting Management for the EU Funds

Mission

CFCU is the responsible Directorate for the decentralized management of EU funds in accordance with the decentralization management of these funds. The transfer of management power to an indirect management of European Union IPA funds, has been associated with the development of the legal basis and the establishment of relevant structures in the Ministry of Finance and Economy, in the Ministry for Europe and Foreign Affairs and the Line Ministries / Beneficiary Institutions for an effective and sound management of EU funds in accordance with European standards. Among the established structures is CFCU “Central Finance and Contracting Unit”, which currently is a General Directorate within the Ministry of Finance and Economy. The General Directorate for Managing and Contracting of EU Funds structure includes 2 Directorates one of which is: “Directorate of Procurement and Contracting Management for the EU Funds” ,whose mission is to ensure an effective management, financial and technical for the projects approved by the Financial Agreements with the European Commission. In this respect the CFCU carries out the following tasks:

  • Tendering (launch of tenders, calls for proposals);
  • Evaluation;
  • Contracting;
  • Contract administration and monitoring;
  • Contract payments;
  • Accounting;
  • Reporting;
  • Request for funds from the NF;
  • Training and advice;
  • Audit;
  • Monitoring;
