Background

The overall objective of the Grant Calls for Proposals is to provide support to the CSO’s and to improve their role in the accession of the Republic of Albania in the European Union.

The specific objectives of the Grant Call for Proposals are:

Ø  To provide  support for the Albanian negotiation process and structures, through studies and research activities;

Ø  To increase policy dialogue between the CSOs and the Albanian public administration, in particular with the structures involved in the upcoming negotiations.

 

Duties and Responsibilities
Central Finance and Contracting Unit in the Ministry of Finance and Economy of Albania has launched a Grant Call for proposal to “Strengthening Policy Dialogue in reform process and EU Integration in Albania”, under IPA 2015 National programme and is also expected to launch a call for proposal under IPA 2017 NP (indirect management) as well.

2 (two) External assessors will be engaged to carry out detailed examination/evaluation of project proposals under the relevant Calls for Proposals (IPA 2015 and IPA 2017 NPs).

For Lot 1: Evaluation of full applications and eligibility check for the applications under IPA 2015 Call for Proposal for civil society expected to be carried out during the period June – September 2019.

–          Assessors will carry out the technical and financial assessment of full applications in accordance with guidelines to be provided by the Contracting Authority and which are based on the published evaluation grids. 30 numbers of full applications are expected. Each full application has to be assessed individually by at least one assessor and one voting member of the Evaluation Committee. (Step 2)

–          Assessors will carry out the eligibility check of the applicants, affiliated entities and the action of the applications that have been provisionally selected, in accordance with guidelines to be provided by the Contracting Authority and which are based on the eligibility criteria set out in the Guidelines for applicants. (Step 3). These assessments will be used by the evaluation committee in the process of selecting the best proposals.

–          Assessors will prepare assessors’ report (with the table of scorings).

For Lot 2: Evaluation of concept notes, full applications and eligibility check for the applications to be received under IPA 2017 Call for Proposal for civil society expected to be carried out during the period June 2019 – December 2020

–           Assessors will carry out the technical assessment of concept notes, in accordance with guidelines to be provided by the Contracting Authority and which are based on the published evaluation grids. 80 numbers of concept notes are expected. Each concept note has to be assessed individually by one assessor and one voting member of the Evaluation Committee (Step 1)

–          Assessors will carry out the technical and financial assessment of full applications in accordance with guidelines to be provided by the contracting authority and which are based on the published evaluation grids. 30 numbers of full applications are expected. Each full application has to be assessed individually at least one assessor and one voting member of the Evaluation Committee. (Step 2).

–          Assessors will carry out the eligibility check of the applicants, affiliated entities and the action of the applications that have been provisionally selected, in accordance with guidelines to be provided by the Contracting Authority and which are based on the eligibility criteria set out in the Guidelines for applicants. Required Skills and Experience

Qualifications and skills:

·        University degree

·        Excellent knowledge of English language, written and spoken(assessors will evaluate project applications written in English and prepare their assessment in English)

·        Good analytical and drafting skills

·        Computer literacy

General professional experience:

  • At least 7 (seven) years of general professional experience

Specific professional experience:

 

  • Have at least 5 (five) years of relevant working experience in EU integration area.
  • Experience related to evaluation of grant project proposals in the framework of call for proposals
  • Knowledge of IPA Programmes and PRAG rules will be considered as an advantage.

Note that civil servants and other staff of the public administration, of the partner country or of international/regional organisations based in the country, shall only be approved to work as experts if well justified. The justification should be submitted with the tender and shall include information on the added value the expert will bring as well as proof that the expert is seconded or on personal leave.
